All twelve of Pictland's home provinces start with low loyalty to the throne.

On turn # 1 as Pictland in HW-835, I only assigned one character of Pictland's starting court to actively rule. That character was Chief Jhebbal Sag (PICT-1), Pictland's starting monarch.

The loyalty of Pictland's provinces, following this singular act of actively ruling, was as follows:

Wolf Tribeslands - High loyalty
Eagle Tribeslands - Very high loyalty
Sabertooth Tribeslands - High loyalty
Panther Tribeslands - Moderate loyalty
Sea Falcon Tribeslands - Moderate loyalty
Lion Tribeslands - Very low loyalty
Crow Tribeslands - Very low loyalty
Beaver Tribeslands - Very low loyalty
Bear Tribeslands - Moderate loyalty
Cormorant Tribeslands - Very low loyalty
Otter Tribeslands - High loyalty
Shrike Tribeslands - Moderate loyalty
Victory progress for Pictland in HW-835:

Turn # 1
GOOD GOOD

Turn # 2 (After losing the Wolf Tribeslands to Aquilonia in open field battle)
ADEQUATE GOOD

Turn # 3 (After losing the Panther Tribeslands to Zingara in open field battle)
ADEQUATE ADEQUATE
On turn # 2 as Pictland in HW-835, Pictland's monarch did not actively rule.

The loyalty of Pictland's provinces was then as follows:

Wolf Tribeslands - Conquered by Aquilonia
Eagle Tribeslands - Very high loyalty
Sabertooth Tribeslands - Very high loyalty
Panther Tribeslands - Very high loyalty
Sea Falcon Tribeslands - Low loyalty
Lion Tribeslands - Moderate loyalty
Crow Tribeslands - Very low loyalty

On turn #1 as Pictland in HW-834, I also assigned only PICT-1 to actively rule. I did assign several characters as province rulers, though, even though they did not actively rule. These characters were PICT-4 in Panther (Poor Rulership), PICT-7 in Crow (Poor Rulership), and PICT-8 in Cormorant (Good Rulership)

Mat, do you still have the prophecy report for turn # 1 of your Pictland game? Or did you bother to cast it?

I would like to compare what results that you received for that spell by the same Pictish character to the results that the character obtained for Pictland in my game of Hyborian War, if possible.
Nope. Didn't cast it.

Turn 2 and I had Jhebbal Sag actively rule again. He got a good roll ("The people and land of Pictland have prospered with the wisdom of Chief Jhebbal Sag's enlightened rule."), which I would guess is only slightly less good than his results for the previous peace years ("Pictland has prospered greatly under the benevolent rule of Chief Jhebbal Sag.")

The loyalty of Pictland's provinces was then as follows:

Wolf Tribeslands - Conquered by Aquilonia /Very High
Eagle Tribeslands - Very high loyalty/Very High

Panther Tribeslands - Very high loyalty/Very High
Sea Falcon Tribeslands - Low loyalty/Low

Bear Tribeslands - Low loyalty/Moderate
Cormorant Tribeslands - Very low loyalty/High
Otter Tribeslands - Moderate loyalty/Very High
Shrike Tribeslands - Low loyalty/High

Pictland:
With 7 foot tall giant men that fight like little girls.

Overview: Pictland is a nation filled with forests and different tribes. They have a national policy to not use soap and to communicate in the form of grunts and one word syllables.

Pictland has plenty of forest terrain, which your troops fight with increased ability. Your provinces are capable of levying massive amounts of troops, I averaged 7-8 each province. With 12 provinces to levy, you can get a lot of troops each war season, you'll need everyone of them and more too.

Your imperial goals and victory conditions are both in Aquilonia. You will have little success fighting them if you do not sorely out number them. What worked well for me was either 2 full IA's against one, or simply invade where there army is not. When Aquilonia got on the offensive, I would stack up two full armies in the province being invaded and have a small army invade in open field the province he invaded from. You can really be a pain in the ass, which is exactly what you'll need to be to win.

Your biggest advantage is having 4 IA's. This gives you a lot of mobility and is essential to victory. On the first turn of the game, I invaded Westermarck and after winning started getting superior progress each turn. Chances are you will slip in and take it in open field if you are not peaced off. Aquilonia will always have the Cimmerian threat to deal with.

If you get trapped in set piece battle while invading, I have selected light losses and saved the troops for another battle. You have to fight a guerilla war to win against Aquilonia one on one, which is possible. I took out a played Aquilonia in 714, even after receiving a letter in the mail about how he was going to teach me a lesson.

Your court isn't worth much for diplomacy or intrigue. In fact, I gave up trying to spy anything. You do have good rescuers and believe it or not, assassins. Pict-3 (Burunga Rulg) was the pimp of the game for me and survived until the very end. I did have success peacing Aquilonia when sending about 75% of the court. Later in the game you will get pretty good wizards and black death, effective black death.

Although Pictland is famous for it's levies, I found that a superior treasury will give you more troops in the long run. If you have the choice between an Aquilonian province or defending Pictish wastelands, take the Aquilonian province. I had the frame of mind that I would plunge in deep and stay offensive, no matter what. If he went for my lands, that was just more provinces I could take from him and drop his 3rd IA. Seize what you can before his provinces stack up in provincial troops.

Striking a deal with Vanaheim would benefit you greatly. Your troops can fight 1-1 in forest terrain and kick some Vanir butt. You shouldn't sweat him, but fighting both is futile. Give him the province and if nothing else, take it back later if it really concerns you.

Pictland was made for organized games. Running out of live players is no good. You have to have your opponents armies mobile to avoid facing them. Remember, Guerilla Warfare is the key with Pictland.
